The existing --ignore-paths flag replaces the built-in default exclude
list (VCS files and common ignored extensions), which forces users to
re-specify every default when they only need to add one extra pattern.
This change introduces --add-ignore-paths for push/build/diff artifact,
which appends its values to whichever ignore set is currently in effect
(defaults when --ignore-paths is omitted, or the user override when it
is provided). --ignore-paths semantics are unchanged.

This adds a --resolve-symlinks flag to the flux build artifact and flux push artifact
commands. When enabled, symlinks in the source directory are resolved (copied as regular
files/directories) before building the artifact. This includes:
- Recursive symlink resolution with cycle detection
- File permission preservation
- Proper handling of both single-file and directory symlink targets
- Comprehensive test coverage

Implement build, push, pull and tag artifact commands.
For authentication purposes, all `flux <verb> artifact` commands are using the '~/.docker/config.json' config file and the Docker credential helpers.
